What is the difference between Public and Private utilities?

Public utilities typically covered by NC811 representatives include utilities that are buried on public property such as roadways, easements, sidewalks, etc.  For most homeowners close to city centers, public utilities marked by NC811 often include gas meter mounted at home, electric meter mounted at home and communication lines when a box or panel is mounted on side of house.

Private utilities that NC811 does not mark for homeowners include a meter/box/panel owned by utility company mounted at easement and not on home such as electric, gas or communications.  NC811 representatives also do not locate sewer or water lines on private property.  NC811 locators are often understaffed or overwhelmed with calls and it is common for them to have difficulty locating public utilities in remote mountain settings or in gated communities.

Do I Still have to call NC811, when I use a private utility company like Target Locating?

Yes.  Anytime you do any digging, you should submit a locate ticket with NC811 or with the state you are digging – it’s the law.  It is free and relatively easy to use now that homeowners may submit a ticket online.  Visit the homeowners learning resource page to get more information.

Target Locating shall not accept liability for damage to public utilities due to any client’s failure to comply with the law to notify NC811 of proposed excavation activities according to NC Law, Article 8A – Underground Utility Safety and Damage Prevention Act (Chapter 87 – Article 8A).

Do I need to be home at the time of service?

Yes.  You should plan to be home at the time of service.  Typically, we will need to gain access to sewer and water pipes inside or under the home.  It may also be necessary to show Target Locating where certain features are like outbuilding electrical panels, well location, meter location, etc.  Also, we expect payment before leaving the site.  We are certainly willing to make accommodations when a homeowner cannot be present.
